Strategic Planning Identify short term and long term employee benefit strategies Advise on trends, best practices, and benchmarking of all employee benefit offerings Analyze the benefit comparability of the City’s benefits package Serve as an advisor on the City’s benefits related committees Group Experience Serve as liaison with the City’s third party administrator in managing claims and costs Review and analyze the City’s benefits claims experience Advise on industry best practices to manage claims experience Collective Bargaining Advise on benefit options for the purpose of collective bargaining negotiations Prepare cost estimates for both benefits offerings and collective bargaining proposals Assist the City in responding to questions and data requests from the collective bargaining representatives Participate, if asked, in collective bargaining sessions as City’s third-party subject matter expert Documentation/Policies Create program documentation for various City safety programs Assist with policy development for various City programs and departments Presentations/Reports Prepare presentations for management, City Council, and Mayor as requested Prepare annual stewardship reports for various City departments and meet with departments to review reports as needed Adhoc reporting for safety and work comp divisions as needed Budgetary/Actuarial Services Timely develop budget projections Data Analytics Prepare monthly dashboard reports and loss analysis for the City and certain departments for the safety committee Provide health data analysis as to how the City’s benefits compare against benchmarks Vendor Management Services Manage all City’s benefit vendor contracts and relationships Identify and monitor all performance guarantees Advise on contract terms and conditions with vendors Manage day-to-day administrative issues Prepare and evaluate request for proposals for all City benefits Compliance Services Provide legal and regulatory advice on employee benefits related issues Provide updates on pertinent proposed and enacted State and Federal benefits and work comp legislation Assist with OSHA recordkeeping Communication Services Review and design communications to employees relative to the City’s benefits, such as booklets, benefits summaries, budgetary rates summary Create employee communications designed to increase the employee’s awareness of benefit plan options based upon bargaining unit Assessments/Inspections Complete field risk control assessments of various City department locations Complete third-party facility inspections
