The Towing and Recovery Incentive Program (TRIP) is a Transportation System Management and Operations (TSMO) strategy designed to reduce incident clearance times related to commercial motor vehicle (CMV) crashes through the standardization of incident response and towing procedures provided by TRIP-certified tow companies. The DEPARTMENT conducted a TRIP feasibility study in 2020, which recommended a TRIP Pilot Program to evaluate its merits for enhancing safety, reducing traffic congestion, and minimizing secondary incidents. In 2023, the DEPARTMENT initiated a two (2)-year TRIP Pilot Project in Las Vegas. The program has received much praise from stakeholders and has proven to be effective at meeting the program's goals and objectives. The success of the Las Vegas program has warranted TRIP expansion to the Reno-Sparks area for further evaluation of urban and rural applications. The purpose of this RFP is to select a firm to facilitate the continuation of operations and management activities for the Las Vegas TRIP and to facilitate the implementation, operations, and management activities for the Reno TRIP.
