IDPH seeks to secure an agreement with a Vendor to allow customers to expedite their records requests, if desired, in a secure and efficient manner at the customer’s additional expense. The vendor will provide and customize a landing webpage to include IDPH branding for purchasing Illinois Vital Records, providing an alternate purchasing option not offered by IDPH. The said webpage must include an identity authentication mechanism, and payment processing mechanism and must be approved by the Department. Vendors must provide employees with the complete processing of expedited orders as well as all equipment including one (1) personal computer, one (1) fax machine, one (1) printer, and one (1) barcode scanner for each vendor employee. The vendor must also provide a 24-hour phone number staffed to respond to questions regarding ordering records. The vendor must provide options for expedited shipping. Currently the IDPH can accept cash, check, and money orders to request vital record documents via the mail within 10-12 weeks. IDPH recognizes a need for customers to be able to order records online and utilize a credit card for payment. The goal for online expedited processing is 5-7 business days. In FY2024, the previous vendor processed approximately 31,300 online expedited requests. Vendor will not be paid directly from IDPH but will be paid by assessing fees from the customers for online ordering, credit-card, and expedited shipping. This is a no cost contract to the State of Illinois.
