1. Develop a complete detailed project plan (Project Plan and Work Schedule) as approved by METCAD. Each Project Plan and Work Schedule shall include but not be limited to: a. Detailed schedules that specify a detailed level of activity, including the planned start dates, completion dates, hours and other required resources for activities to be performed by the consultant (and METCAD where applicable). b. Detailed list of deliverables and milestones (with planned delivery/completion dates) and the project management reports that will be provided. c. Describe any assumptions made in compiling the plan. d. Define roles and responsibilities of the consultant and applicable METCAD personnel. 2. Provide specific and actionable recommendations that if implemented will provide a measurable improvement in recruitment and retention. 3. The consultant will convene bi-weekly video or teleconference calls with the Project Manager(s) to discuss progress and address any roadblocks or data requirements. 4. The consultant will meet with the various stakeholders at a minimum of three milestones: a. Kickoff Meeting with the METCAD planning team to discuss the specific project plan and address any questions or issues related to scope of the project plan. b. The consultant shall convene a meeting of the Planning Team to provide a preliminary draft of the study’s observations and recommendations. The consultant will facilitate a discussion regarding the draft report to help create agreement of key elements of the report. Once approved by the Planning Team, the report may be presented to the METCAD Administration. The consultant shall address valid input from the Planning Team to be included in the report. c. The consultant shall convene a meeting with the METCAD senior management to discuss the draft report. 5. Final Report—The final report shall include a comprehensive and detailed written assessment which includes at a minimum, but not limited to: 6. Executive Summary 7. Assessment Reports, including issues reviewed, deficiencies discovered, and recommendations in each category within each of the four areas of focus listed in the Scope of Work, being: a. Recruiting and Hiring b. Training c. Retention d. Organizational Review 8. The consultant shall provide an electronic copy of the report to METCAD administration in both PDF and Microsoft Word. 9. The consultant may be asked to present their final report at a scheduled METCAD Policy Board. This presentation may be done in-person or remotely via virtual meeting.
