The City desires that three pillars are used as an approach as the Plan is developed: ▪ Pillar I: Public Driven. This project should be driven by what the community needs and wants, but recommendations should also consider the power of parks and recreation amenities and services to build community. ▪ Pillar II: Plan for the Future. The Park System is the crown jewel for the City of Champlin. This project should plan for the future of parks and recreation services in Champlin to ensure it maintains its status. ▪ Pillar III: Effective and Efficient Operations. The consultant shall assess the Park System and provide recommendations on levels of service that are effective, but also efficient use of tax dollars. Additionally, significant improvements recommended for the Park System shall account for both capital and operational costs for sustainability purposes.
