1. Project Requirements This trail will be constructed as a shared-use trail using a standard detail for hiking trails in Eugene’s park system. Specifications the contractor will be required to follow include placing the trail within the predetermined and approved trail corridor, maximum trail grade, minimum and maximum trail cross-slope, tree protection standards, use of specific trail feature design standards, and requirements for material choices including types of gravel, lumber, fasteners, and rock used in construction. Select boardwalk and bridge installations will be predesigned by a structural engineer for inclusion in the details for the project. In the interest of meeting budget, timing, and quality trail construction requirements, collaboration with City field staff will be important to ensure the final product meets expectations and is completed on time. The team knows there is considerable risk in pursuing a low-bid contracting method as it allows more leniency in proof of experience as a requirement for qualified bidders. The potential for exorbitant additional project expenses associated with directing an inexperienced contractor to meet the project requirements is high and has been experienced by Eugene as well as many communities across the country in the pursuit of developing similar projects. Accountability for expenditure of Eugene Parks Foundation donated funds and resultant quality of work will be paramount in the delivery of the project to the community.
