The Minnesota Department of Education intends to proceed with the membership to Fort Scott Community College as the fiscal agent for The Migrant Education Program (MEP) Consortium Incentive Grants are authorized by section 1308(d) of the Elementary and Secondary Education Act of 1965 (ESEA) as amended by the No Child Left Behind Act of 2001 (NCLB). Through this program, the US Department of Education provides financial incentives to State Educational Agencies (SEAs) to participate in high quality consortia that improve the interstate or intrastate coordination of migrant education programs by addressing key needs of migratory children who have their education interrupted. Per the terms of the grant, MDE is required to maintain membership in national consortia: Identification and Recruitment Consortium membership fee for 2024-2025 project development and implementation including the provision of technical assistance, development of online and other resources, and evaluation of the project as required by USDE.
