A. SCOPE: A.1. The Contractor shall provide all goods or services and deliverables as required, described, and detailed below and shall meet all service and delivery timelines as specified by this Contract. A.2. Definitions. For purposes of this Contract, definitions shall be as follows and as set forth in the Contract: a. DHS’ e-Licensing System - data system that houses Tennessee childcare data. This system represents both DHS regulated childcare programs and DOE schools that offer preschool services and school-age before/aftercare programs. b. Early Childhood Quality and Supports - name given to field staff that are responsible for monitoring School-Administered Childcare programs in accordance with T.C.A. 49-1- 1101-1108 and State Board of Education (SBE) Rule, Standards for School-Administered Childcare, Chapter 0520-12-01. c. School-Administered Childcare - any childcare or preschool opportunity for children six weeks-5 years or K-12th grade that is run by a public or private school. A.3. As requested by the State, the Contractor shall conduct health and safety monitoring on assigned School-Administered Childcare programs as follows: a. Participate in up to five (5) days of onboarding training with the State’s regional directors. b. Shadow an assigned State program evaluator for a minimum of five (5) business days, completion of which is required prior to providing monitoring services. c. Conduct all monitoring in accordance with the Rules of the State Board of Education, Chapter 0520-12-01, Standards for School Administered Child Care Programs. d. Participate in weekly 1:1 check-in with assigned regional director. e. Participate in regional team meetings two (2) times per week. f. Participate in Early Childhood Quality and Supports training regarding monitoring, including monthly webinars and in-person meetings. g. Visit all assigned schools a minimum of twice per year: 1) August-December: Announced visit 2) January-May: Unannounced visit 3) Summer programs: Additional visits both announced and unannounced h. Maintain accurate and detailed Outlook calendar that provides the number of programs visited each week. i. Maintain accurate and updated files on all School-Administered Childcare programs including copies of visits, annual reports, complaints, follow-up visits, and any additional paperwork associated with the program. j. Complete required documentation concerning visits. k. Enter data on all visits within ten (10) calendar days into DHS’ e-Licensing system. l. Maintain detailed documentation logs on all activities (including completion of monitoring activities and reports), schedules, travel time, and communication logs in accordance with 2 specifications provided by the State. The Contractor shall submit this documentation on the last business day of each month. m. Notify assigned regional director within twenty-four (24) hours of receiving a complaint through the Department of Human Services complaint hotline and schedule joint investigation within forty-eight (48) hours.
