OYS requests information, comments, and feedback from interested community-based organizations, juvenile justice public entities, private organizations, consortia of these agencies, community members, and/or concerned individuals that can assist the OYS in developing the Request for Proposals (RFP) to procure dental services for youth incarcerated at the Hawaii Youth Correctional Facility (HYCF). The services are anticipated to begin in State Fiscal Year 2026, effective July 1, 2025, through June 30, 2027. Dental services to be considered for procurement include: 1. Mandated dental examinations, treatment, and instruction in dental care to youths committed to the HYCF. These services shall include general dentistry of a variety of acute and chronic oral health problems, including but not limited to restorative, prophylactic, endodontic, prosthodontic, and periodontal services. 2. Provide dental services to the HYCF incarcerated youth on a regular weekly parttime schedule. 3. Provide staff to conduct dental services at the contractor’s location and/or the HYCF location for all incarcerated youth under the care and custody of the STATE. Applicants may be flexible to provide services at their own facilities and/or HYCF location with the approval from OYS. 4. The clinic space, equipment, and supplies shall be provided by the HYCF.
