3.2 Desired Scope and Deliverables The selected consultant will provide technical writing services for standards and specifications related to public parks, trails, and trees. All content to be re-written and organized will be provided. The consultant will not be responsible for research to inform the content of the standards and specifications. A separate consultant has been contracted to research and recommend street tree planting methods and standards in Missoula’s urban areas; this final product will be provided. All other standards and specifications will be consolidated from existing adopted City documents. The process is proposed to follow the following tasks: Task 1: Kick off meeting • Description: The consultant will meet with MPR staff to clarify scope, deliverables, and timelines. • Deliverables: None • Assumptions: MPR staff shall provide consultants with a copy of the 2018 MPR Design Manual marked with staff comments, staff recommendations for restructuring, and methods and standards for street trees in Missoula’s urban areas. Task 2: Review existing documents • Description: The consultant will familiarize themselves with the current MPR Design Manual, staff comments on the manual, and staff recommendations for restructuring. The consultant will meet with MPR and Public Works & Mobility staff to discuss any questions on the provided documents, and any information gaps that need to be addressed • Deliverables: None Task 3: Outline manual • Description: Consultant will use provided staff comments on the manual, staff recommendations for restructuring, and Task 2 meeting information to draft an outline of the manual • Deliverables: Consultant will provide an outline of standards and specifications in Microsoft Word format. • Assumptions: Outline will be reviewed internally only (City MPR and PWM staff) Task 4: 60% draft for internal review • Description: The consultant will meet with MPR staff to discuss feedback on the deliverable from Task 3. The consultant will re-write all standards and specifications with the guidance of MPR staff. • Deliverables: Consultant will provide a 60% draft of the standards and specifications for review in a Microsoft Word document. • Assumptions: Creation of details and supporting illustrative graphics is not a part of the scope. MPR staff will create or edit standard details, as needed. 60% draft will be reviewed internally only (City MPR and PWM staff)
