A. Pre-Construction Services: The selected firm will assist the City of Billings and the Design Team by providing pre-construction services including but not limited to the following activities: 1. Participate in coordination and cost analysis meetings with City and Design Team. 2. Consult with, and advise, assist, and provide recommendations on all aspects of the planning and design of work. 3. Provide information, estimates, and participate in decisions regarding construction materials, methods, systems, phasing, and costs to assist in determinations that are aimed at providing the highest quality building within the budget and schedule. Advise on construction feasibility, alternative materials, and availability of materials and equipment. Review completed design documents and suggested modifications to improve completeness and clarity. 4. Review and comment on design documents during schematic design, design development, and construction documents phases including reviewing concepts for construction issues, construction methods, project phasing, and recommending divisions of work to facilitate the participation of local suppliers and sub-contractors. 5. Develop and continuously monitor the project critical path method schedule and recommend adjustments in the design documents or construction bid packaging to ensure completion of the project in the most expeditious manner possible, while addressing and meeting schedule requirements. Prepare descriptions of each bid package for inclusion in the bid documents to ensure continuity and coverage of all aspects of the project. 6. Prepare and present detailed cost estimates for the project at the conclusion of schematic design, design development, and construction documents phases of the work. 7. Develop and disseminate pre-qualification criteria to local subcontractors and maintain a list of interested firms. 8. Prepare, distribute, and review bid packages in coordination with scopes of work identified in the Construction Documents. 9. Determine in coordination with City and Design Team and furnish the guaranteed maximum price (GMP) for the project. B. Construction Services: Upon determination of the GMP and execution of Exhibit A amendment of the A133 agreement, the selected firm shall provide construction manager at risk services for the construction phase, including but not limited to the following: 1. Prepare, execute, and manage contracts with suppliers and subcontractors. 2. Obtain permits and approvals from authorities having jurisdiction over the project. 3. Prepare, host, and distribute minutes from pre-construction meetings and periodic construction coordinate meetings with prime subcontractors with City team and Design Team members in attendance. 4. Coordinate and direct the work of subcontractors. 5. Provide temporary job-site facilities and services necessary for performance of the Work. 6. Schedule, review, and process submittals in accordance with the Contract Documents. 7. Establish, monitor and weekly update a construction scheduling system including a shared construction data platform for project communications, submittals, and key documents. 8. Review and process pay applications from subcontractors and present to City and Design Team. 9. Establish and maintain standards for quality control, project safety and security. 10. Track project costs including reviewing requests for changes, and providing detailed accounting of costs, itemizing the application contractor’s construction contingency and other such accounting
