The Department of Correction is seeking services for implementing a release card system that will be utilized as a reentry tool as well as the following components; security, compliance, integration with existing systems, user training, support services, reporting capabilities, maintenance needs, implementation timelines, and cost considerations. Bidder’s proposals must work with our current Inmate Management System (IMS) as well as our future Trust Fund Account system to be supplied by Cashless Systems (CACTAS). Vendor cards should be reloadable, transferable to another jail or prison, make loaded funds available immediately and have the option of transferring said funds to a bank account or receiving available card funds upon presentation to a financial institution or accepting retail service. The system will facilitate the secure and efficient management of inmate releases, ensuring compliance with legal standards and enhancing operational efficiency, including: Providing secure user authentication mechanisms for staff accessing the release card system, including role-based access controls. Integrate seamlessly with existing and future Trust Fund System and correctional facility databases. Allow for real-time updates to ensure that all data on cards issued are current and accurate. Allow for purchases to be made by released individuals, or individuals participating in work release, including transportation and vending. The system should have the ability to prevent purchases of certain items or from certain vendors. Designed according to specified security features, including holograms, barcodes, or RFID technology to prevent counterfeiting Provide high-quality printing services capable of producing durable cards that withstand wear and tear in various environments. Comprehensive training programs must be provided for correctional staff on how to use the release card system effectively. Ongoing technical support should be available 24/7 to address any issues that arise with the software or hardware components of the system. Comply with all relevant federal, state, and local regulations regarding inmate release processes. Implementation of robust data security measures to protect sensitive inmate information from unauthorized access or breaches. Offer customizable reporting capabilities that allow staff to generate reports on inmate releases, trends, and other relevant metrics. Include an audit trail feature to track all actions taken within the system for accountability purposes. A schedule for regular maintenance checks should be established to ensure optimal performance of the release card system. The vendor must provide timely software upgrades as needed to enhance functionality or address security vulnerabilities. A detailed timeline outlining key milestones from project initiation through full implementation should be provided by the vendor. A comprehensive pricing structure detailing all costs associated with initial setup, ongoing maintenance, training sessions, and any additional services offered.
