A. Phase 1: Project Planning and Statement of Work Finalization: The Contractor shall: I. Meet with the client agency authorized project team and any other stakeholder groups as directed in writing by the client agency to finalize the statement of work and perform services. II. Work as directed in writing by the client agency to finalize the statement of work inclusive of all requirements that include but are not limited to a description of project objective(s), timeline(s), meeting frequency and/or implementation schedule(s). B. Phase 2: Data Collection and Analysis: The Contractor shall: I. Perform data collection and analysis per the statement of work and provide the client agency with access to all raw data related to its analysis. II. At a minimum: a. Create a complete digital list, including all citations of data reviewed and/or referenced and/or collected during its performance. b. Collect state data, and review state policies and other data as deemed necessary by the contractor in consultation with the client agency to develop an understanding of the state’s current compensation and classification environment and approach. C. Phase 3: Compensation Philosophy Development: The Contractor shall: I. In accordance with the state’s guidance and instruction, develop a clear and compelling compensation philosophy that articulates the state's goals and values with respect to employee compensation based on principles including, but not limited to, internal equity, external competitiveness, performance-based pay within legal and budgetary constraints.
