II. Scope of Services Note- GEFA and GA EPD consider the services which are envisioned and generally described herein to be necessary. The actual, final scope of services, however, may differ, may be greater or lesser, and shall be determined prior to execution of a prospective Agreement with the successful firm(s). Background On April 10, 2024, the Environmental Protection Agency (EPA) announced the final National Primary Drinking Water Regulation (NPDWR) for six PFAS compounds, including PFOA, PFOS, PFHxS, PFNA, HFPO-DA, and PFBS. This regulation establishes: • Maximum Contaminant Limits (MCLs): Defined for five PFAS compounds. • Hazard Index (HI): Applicable for PFHxS,PFNA,HFPO-DA,and PFBS. HI is calculated using a minimum 2 of the 4 PFAS compounds. The timeline for compliance includes: • Initial Monitoring and Reporting Deadline: April 26, 2027. • MCL Routine Compliance Deadline: April 26, 2029. Initial Monitoring Requirements To ensure compliance, Community Water Systems (CWSs) and Non-Transient Non-Community Water Systems (NTNCWSs) must complete initial monitoring starting April 25, 2025, and submit results to the Georgia Environmental Protection Division (GA EPD) by April 26, 2027. Specific monitoring requirements are outlined based on system type and size: • Surface Water (SW) Systems: Collect 4 PFAS samples over 12 months, spaced 2–4 months apart, regardless of population size. • Groundwater (GW) Systems (≥10,000 population): Collect 4 PFAS samples over 12 months, spaced 2–4 months apart. • Groundwater (GW) Systems (<10,000 population): Collect 2 PFAS samples over 12 months, spaced 5–7 months apart. Systems may use previous data for initial monitoring if it meets the rule requirements. Alternatively, systems can opt to collect new samples to fulfill the requirements. Supplemental monitoring is permissible if samples align with the appropriate seasonal quarter. Services Required The Georgia Environmental Protection Division (GA EPD) shall oversee the following services with coordination with the successful firm: • Sampling Events: Organizing and executing PFAS sampling. • Chemical Analysis: Contracting certified laboratories for analysis. • Data Reporting: Ensuring results are submitted to GA EPD. The Georgia Environmental Finance Authority (GEFA) will manage project funding and coordinate with EPA and Water Systems. Key activities include: • Providing funding for sample collection and analysis. • Supporting water systems with compliance, project execution, and, if necessary, funding for treatment. 4 Laboratory Services of the successful firm shall include, but not be limited to: 1. Conducting PFAS chemical analysis, with unrestricted access to all collected data. 2. Sampling Coordination: Providing logistical support for sample collection, with the ability to provide data electronically and issue specific sampling instructions 3. Project Management: Assisting GEFA and GA EPD with oversight and reporting.
