In general, the Scope of Work includes removal and disposal of recreational vehicles as requested by the County on an as needed basis. Related services may include removal of boats, trailers, campers and other large objects from the right of way within Lane County. This Special Procurement clearly states the amounts that will be paid on this contract and intends to award contracts to all qualified respondents that meet the requirements of this solicitation and are deemed Responsive and Responsible. 2. Scope of Work Provide towing, identify vehicle ownership, and secure storage until vehicle is picked-up. In cases where an owner cannot be located or is unwilling to retrieve vehicle, services may include extended storage, title transfer, demolition possibly including hazardous material abatement, and disposal. 2.1. Contract 2.1.1 The County intends to contract with multiple Contractors and issue work orders on a rotational basis. 2.1.2 Initial contract to be effective for one calendar year from date of full execution with an option to renew one year at a time for no more than three (3) years total. 2.1.3 Inflationary pricing adjustments to be negotiated at time of contract renewal. 2.2. Towing and Removal 2.2.1 Work orders to be issued on a rotational schedule established and maintained by the Lane County Public Works Road Maintenance Division. 2.2.1.1 At County’s discretion, the rotational schedule may be altered when deemed advantageous due to geographical location or other such factors. 2.2.2 Response to work order request within 24 business hours of issuance: 2.2.2.1 Accept work 2.2.2.1.1 Frequent denial of work orders may lead to Contractor being removed from rotation list at County’s discretion. 2.2.3 Removal of vehicle specified in work order within 72 business hours of accepting request unless negotiated otherwise ahead of time. 2.2.3.1 Contractor to abide by all federal, state, and local motor carrier regulations, laws, and practices to safely carry out removal process. 2.2.3.2 Vehicle or object removal has additional challenges such as unique location. County must pre-approve including additional special circumstances charges. 2.2.3.3 Vehicle or object cannot be towed from site (see section 2.4)
