Per Legislation, SBE is required to configure a SMS/text and email messaging solution as an option to Maryland’s 4 million plus registered voters. Requirements: This solution should be capable of being configured for automation using an AI or API solution. The voter will have the option to select SMS/text messaging as their preferred method of communication during the election cycle. On average SBE will need to send between 6-10communications/notices to the voter during an election cycle with the purpose of confirming the status of a voter's ballots and additional election specific information. The messaging tool needs to allow for auto response, opt out option, and mass messaging alerts. The mass messaging alerts need a threshold of 50 - 250 messages per second.
