1. Experience in Air Quality Modeling: Proposer has a minimum of five (5) years experience in conducting regional air quality modeling and preparing Air Quality Conformity Demonstration Reports for RTPs and TIPs. 2. Experience in Travel Demand Modeling: The Proposer has a minimum of five (5) years of experience in the development, calibration, and operation of regional Travel Demand Models using the TransCAD software platform. 3. Experience in Using MOVES: Proposer has a minimum of five (5) years experience using the latest version of U.S. EPA's MOVES and post-processors. 4. Experience in Using Community Viz or other related software: The Proposer has a minimum of five (5) years of experience using the Community Viz scenario planning platform or other related software to generate travel model inputs. 5. Experience in Corridor Studies: Proposer has a minimum of five (5) years’ experience in conducting various corridor-level analyses and studies. 6. Conduct IAC Process: Please describe your understanding of and ability to conduct the Interagency Consultation (IAC) process, along with your experience in leading Air Quality Committee meetings. 7. Multi-State Experience: Please describe your experience in conducting Air Quality Conformity Analysis and Travel Demand & Land Use Modeling across multiple states. 8. Coordinating Multiple Stakeholders: Please describe your experience and demonstrate your ability to assist the MPO in coordinating with multiple stakeholders, including but not limited to Federal, State, and Local partners. 9. Understanding of the MPO Process: Please describe your past experience that clearly demonstrates your understanding of the MPO process related to the services required and the specific tasks to be performed. 10. Compliance with Federal and State Regulations: Please describe your past experiences where project deliverables comply with federal and state regulations, guidelines, and procedures, demonstrating an understanding of State and Local SIPs. 11. Understanding of the MPO Model: Please demonstrate an understanding of the Regional Travel Demand Model in providing technical assistance to MPO staff with modeling, coding, analysis, and reporting tasks required. 12. Staff: Proposer has sufficient, competent, and skilled staff to perform the services required and respond to MPO requests in a timely fashion. 13. Attend MPO Meetings: Proposers should be able to attend and present at MPO board and committee meetings and/or present virtually, as requested by MPO staff.
