Proposers will provide systems and services accommodating the following: 1. Accounts and Features: i. An easy-to-use system interface that provides overall functionality, including: 1. Ability to change captioning and transcribing settings 2. Uploading media and downloading caption files or transcripts 3. Adding and removing user access to accounts 4. Ability to report on unknown / inaudible words 5. Must have an accessible interface that meets or exceeds the OSU (Oregon State University) IT Accessibility Policy, which requires adherence to WCAG (Web Content Accessibility Guidelines) 2.0 AA for web-based software and the revised Title II guidelines as specified in baseline of WCAG 2.1 AA. ii. Customizable captions and transcription 1. Must allow for customizable transcription to meet specific needs of captioning. This includes (but is not limited to) changing how speakers are identified, how many characters per caption line is displayed, and the number of lines per frame. 2. Must allow users to correct errors in transcripts. These changes must be reflected in the final downloadable caption file. iii. Institution Accounts and Billing Proposers system 1. Easily allow departments and other OSU entities to create accounts. All accounts must be managed separately in both media content and billing. 2. Provide OSU with a guest account used for evaluation. iv. Live Captioning/ Real-Time Captioning services. 1. Provide live captioning or real time captioning services for the videos. v. Must have the ability to handle videos with challenging audio, including strong accents and complex sound environments vi. Pre-payment to set up accounts 1. System shall not require prepayment to set up an account. All accounts will be “billedas-you go”. 2. Provide an option to have admin/super user access thru which all the sub accounts can be managed, viewed. vii. Provide separate billing Each OSU account must be billed separately when requesting captions through/from one of the integrated platforms viii. Provide a flexible, usage-based pricing model that tracks the utilization of services by each department. 1. Pricing should adjust based on actual usage to ensure departments are only billed for what they consume
