The purpose of this RFQ is to select the best-qualified proposer (hereinafter referred to as “Vendor”) and award a County-approved contract to perform the Services and to satisfactorily complete all activities associated with the Services. Department specific requirements Describe your approach to meeting the following requirements: 1. Understanding of the MPO Process: The Consultant/ Consultant Team, should have a clear understanding of the MPO process related to the services required and the specific tasks to be performed and should be able to demonstrate innovation in previous project experiences of a similar nature and complexity; especially for MPOs that are similar in size and type to the Memphis MPO. 2. Experience with the Development of MPO Long-Range Plans: The Consultant/ Consultant Team, should have Bi-State experience with MPO long-range transportation planning with a similar size to the Memphis region within the last five years, with services expected by this RFQ. 3. Excellent Interpersonal and Communication Skills: The Consultant/ Consultant Team, should possess excellent interpersonal and communication skills which will be required to coordinate and manage expectations of Bi-State Federal, State, and Local officials and should be able to demonstrate through past experience an ability to effectively work in multi-jurisdictional situations. 4. Public and Stakeholder Engagement: The Consultant/ Consultant Team, should possess excellent presentation & communication skills and should be able to articulate local perspective in the overall planning, understanding of the Bi-State Area transportation issues, experience in conducting virtual meetings/online open houses, in-person workshops and outreach, excellent visualization skills in developing documents, ability reach/engage various groups (e.g., elderly, minority, etc.). 5. Compliance with Federal and State Regulations: The Consultant/ Consultant Team, should be able to demonstrate through past experience that project deliverables complied with federal and state regulations, guidelines, and procedures.
