SECTION 1. INTRODUCTION & INSTRUCTIONS SEC. 1.01 PURPOSE OF THE RFP The Department of Corrections, Division of Health and Rehabilitation Services, is the single largest provider of addiction services for the State of Alaska. There is a need to have a qualified addiction specialist and other support staff who bring essential expertise in diagnosing, treating, and managing substance use disorders. These staff have increased training and understanding of the complicated effects addiction has on individuals. They are an essential part of the treatment team to ensure appropriate and effective care is provided to all justice-involved individuals. Addiction is a complex and pervasive issue that affects as many as 80% of the individuals who are incarcerated. The hiring of these key staff within the department is not just an added service, but a necessary step towards addressing the complex interplay between addiction and criminal behavior. By providing targeted treatment and support, the department can foster rehabilitation, reduce recidivism, and ultimately contribute to safer communities providing an overall benefit not just to the department but to the community as a whole. By providing individuals with access to these FDA-approved medications for addiction treatment, the risk of overdose and death will be significantly reduced as well as increased engagement in community support.
