3.2.1 Radio must be on the WVSIRN Level_1 Approved Radio Equipment List. 3.2.2 Radio must have a large color top screen. 3.2.3 Radio must have hard controls to protect against accidental activation. 3.2.4 Radio must have digital microphones. 3.2.5 Radio must have distinctive buttons for PTT, and Emergency. 3.2.6 Radio must have two additional programmable side buttons. 3.2.7 Must have APCO P-25 Conventional Operation. 3.2.8 Must have a minimum of 3,000 (three thousand) operating channels. 3.2.9 Must have APCO P-25 9600 baud P-25 Trunking with the ability to add multiple systems. 3.2.10 Must be able to operate in Trunking mode on a system with no less than three (3) zones, with roaming between zones requiring no user input. 3.2.11 Must have TDMA and FDMA Trunking Operation, also known as APCO P-25 Phase 1 and Phase 2 must be installed and operational. 3.2.12 Must be able to scan all channels, no matter the mode in the same scan list with a minimum of 16 channels. 3.2.13 Must have available Programming and Configuration via a USB programming cable, with programming software capable of running on Microsoft Windows 10 or newer platforms and must be able to be programmed from the front without the removal from mounting hardware. 3.2.13.1 Programming cable must be provided with the radio at no additional cost. 3.2.14 Radios must be capable of Over the Air Programming and Over the Air Rekeying via the SIRN Network, which shall be available as an option.
