Please note: This is a Sole Source Notification. BES requires residuals reuse services for the material generated at the CBWTP. Without these services, material would build up at the treatment plant, creating an operational and potential regulatory emergency. BES currently manages Price Agreement No. 31000496 with Madison Biosolids, Inc. for these services and the Price Agreement will expire on December 31, 2024. BES requires a stop-gap sole source contract for residuals reuse services. Beneficial reuse of biosolids is a highly specialized service and must be performed by a qualified and experienced contractor. The contractor is required to be knowledgeable of the CBWTP processes. Failure to manage the biosolids material in a timely manner could negatively impact microbiological health at the CBWTP and result in fines from regulatory bodies (U.S. Environmental Protection Agency and Oregon Department of Environmental Quality).
