• Manage the FRGT, including preliminary engineering, design, environmental review subject to the National Environmental Policy Act (NEPA), right-of-way services, and construction for designated segments; • Manage the CFI in partnership with a private sector EV charging partner (to be selected by ARC through a separate procurement process), including stakeholder engagement/coordination, preliminary engineering, design, environmental review subject NEPA, right-of-way services, permitting, construction oversight, and federal reporting; • Manage other planning and project delivery needs that may arise over the life of the contract; • Emphasize community engagement to align with ARC’s goals of expanding the regional stakeholder network and understanding what communities want and need; and • Collaborate with local governments in the planning, design, and construction of projects.
