EQUIRED SERVICES – In order to meet the requirements of State Statutes and federal laws, the Illinois Department of Public Health, the Division of Health Systems Development and/or the Illinois Health Facilities and Services Review Board (State Board) has need for certified shorthand reporting services to record board meetings of the State Board and public hearings in various locations in all Illinois counties. The Illinois Health Facilities Planning Act, 20ILCS 960 Sections 8.5 (a-5), 10, 11 and 12 (11) all show the Board statute requirements for a court recorder. The awarded bidder must provide the following court reporting services for the Illinois Health Facilities and Services Review Board: Staffing: • Provide Certified Shorthand Reporters with equipment and supplies as required to record (steno machine) verbatim testimony including questions, answers and objections at proceedings conducted by IDPH and/or the State Board in connection with application of laws and regulations of the State of Illinois including board meetings and public hearings. • Assign Certified Shorthand Reporters with experience with board meetings or other venues involving multiple speakers, debate and agenda items. • Provide Certified Shorthand Reporters with current certifications at all times and agree to notify the Department in writing at any time such certification has lapsed, expired, been suspended or revoked, or becomes otherwise ineffective. Such notification shall be sent within five (5) days of such occurrence.
