DCHS is looking to select one (1) or more contractors from a pool of providers to provide the following services within Deschutes County. To support these goals, DCHS program staff will collaborate with selected Proponents to provide oversight and direction, as applicable. This funding will be prioritized for organizations that are typically capacityconstrained and often don't have excess funds to support surge operations during extreme weather events. 1. Primary and Preferred Services*: Funds will be administered to support operational costs associated with providing a physical respite space for the public during extreme weather events (e.g. winter storms, extreme heat and severe smoke events) to mitigate health impacts and build community resiliency. • Examples of operational costs may include staffing, services to allow operations (e.g. plowing of parking lot or cleaning services), and goods (e.g. pillows, blankets, air purifiers). • *Additional priority may be given to services that focus on ensuring access for individuals with physical disabilities (e.g. wheelchairs, walkers, bariatric cots, etc.). 2. Requirements and Expectations of Selected Proponent(s): • Work closely with Deschutes County Public Health Emergency Preparedness to ensure coordination of extreme weather sheltering across the county. • Submit a workplan and budget no later than forty-five (45) days after the effective date of executed contract to ensure funds are used to support emergency preparedness and response work as indicated on the proposal. Workplan and budget is subject to DCHS approval. If DCHS does not approve, then DCHS staff will contact the contractor to provide additional direction so that the contractor can resubmit until the workplan and budget is approved. o Please see the CBO Guidance document (chromeextension://efaidnbmnnnibpcajpcglclefindmkaj/https://www.oregon.gov/oha/PH/ABOUT/MODCET%20CB O%20Documents/PH%20Equity%20CBO%20Fiscal%20Guidance%20-%20AY25%20%20DRAFT- %2002.28.24.pdf) as a reference for unallowable expenses. o DCHS staff is available to provide technical assistance and direction for reporting requirements. • Submit a mid-project report in a format approved by DCHS, no later than March 29th, 2025 that details the following: o Brief description of activities and progress to date o Brief description of successes and challenges (including any concern with spending awarded funds) • Submit a final report no later than June 29th, 2025 that details the following: o Budget: Final summary of how funds were spent during the reporting period (January (x), 2025 – June 30, 2025), along with explanation of any unspent funds. DCHS may require unspent funds to be returned within thirty (30) days of contract termination date. o Brief description of successes and challenges
