The City of Hinesville , (“Owner”), is soliciting statements of qualifications from professional firms interested in providing A/E Services for constructing 31 single family detached townhomes and associated infrastructure and off site sewer improvements. This Request for Qualifications (“RFQ”) seeks to identify potential providers of the abovementioned services. One or more firms that respond to this RFQ and who are determined by the Owner to be especially qualified, may be deemed eligible and may be invited to discuss and negotiate for these services. All respondents to this RFQ are subject to instructions communicated in this document and are cautioned to completely review the entire RFQ and follow instructions carefully. The Owner reserves the right to reject any or all statements of qualifications or proposals, and to waive technicalities and informalities at the discretion of the Owner. Please note: The issuance of this RFQ invokes a Restriction of Communication on potential respondents, which, if violated, may result in proposal rejection (See Section 9 for details). 1. General Project Information Project Description The solicitation covers two projects; 1. Installation of new replacement sewer lines on Court Street. 2. The site and infrastructure work associated with all Horizontal and Vertical Construction of the Town Home development. The project will be design, bid and build to include the following design and construction inspection services 1. Geotechnical Investigation 2. Civil Site Design 3. Wastewater Process Design 4. Electrical Design 5. Mechanical and Plumbing Design Project Goals It is envisioned that the successful Project will achieve the following objectives: • Complete the described projects to meet permit requirements for both facilities and meet All federal, state and local requirements. • Complete construction inspection and reporting to the city for the duration of the projects. • Project closeout and as built documents to meet city requirements. Project Schedule The project is funded through local funds and One Georgia Equity Rural Workforce Housing grant funds: 1. All horizontal and vertical construction must be complete by January, 2027 The fee structure for A/E Consulting Services relative to the schedule and fee amounts will be agreed upon by the Owner and the Consultant prior to the start of Consulting Services.) 2. A/E Consultant Requirements Scope: • Perform Geotechnical Investigation. • Modification of Anti-Deg, EID and DDR and gain approval for documents and issuance of NONSI, if required. • Preliminary design of project. • Surveying of existing facilities on each site plus the expansion area of each project to be used for plan preparation. • Preparation of plans, specifications and bid documents for permitting and bid solicitation. • Review of the plans, specifications and documents at initial concept, 60%, 90% and 100% completion. • Secure Permitting of all proposed improvements to include local, state, federal and the funding agencies. • Report to City, on a monthly basis at minimum, of progress and activities. • Assist the City in obtaining bids, bid analysis in accordance with local, state and federal requirements to include funding source requirements. • Serve as the liaison between the contractor and City on the project to include RFI response, pay request approval, MWBE reporting requirements, weekly and monthly site meetings plus on site construction inspections as required. This may be daily inspections on at least a portion of the projects. • Attendance at City Council meetings to response to any questions from the Mayor and City Council, staff or the public. • Project close out and provide “as built” to meet City requirements
