1. Develop deep knowledge of a particular sub-region and its residents for the purpose of implementing unique sub-regional approaches; 2. Provide the networking and organizational infrastructure to ensure that WIOA services are participant-centered and employer-specific within a sub-regional context; 3. Provide availability to WIOA-funded services that are accessible and responsive to participants and sub-regional needs; taking the services to the clients rather than having jobseekers come to a single location to avail themselves of services; 4. Use technology to effectively and more easily connect service providers and job seekers and employers; 5. Make the best use of available WIOA funds for job seekers and employers by providing area-specific services informed by intentional and responsive sub-regional stakeholders. 6. Provide services core to WIOA services including, but not limited to, access to occupational training and certification opportunities, career development services, supportive services, etc.
