1. Provide Design-Build services to complete the work below and in Attachment A-1 a. Phase 1 Design – At a minimum, the selected Offeror shall provide a design and all necessary permits and/or certifications to restore/enhance Decker’s Creek where land access is obtained. Permitting documents should incorporate some success criteria (i.e. improving biological conditions will be determined through the collection of benthic macroinvertebrates following WVSCI sampling and analysis protocol) that is measurable for a 2-year monitoring period. The WVDEP has started obtaining Exploratory Rights of Entries (EROE) in the 3 proposed locations (maps provided in Attachment A-1) however obtaining any necessary land agreements for construction and maintenance will be the responsibility of the Design-Build team. Permanent easements will not be required for this project. Stream design and construction drawings must be sealed by a registered West Virginia Professional Engineer (P.E.). The primary deliverable from Phase 1 is a Phase 2 Price Proposal that will include a final scope, including the required drawings and specifications, and the corresponding price for any remaining professional services and all of the construction required to implement the project. b. Phase 2A Construction - Implement the Final Design and Construction of the approved and permitted Deckers Creek Stream Restoration Project in accordance with the Phase 2 Price Proposal. Provide as-built drawings of completed and stabilized project. Maintain stormwater permitting controls until terminated by appropriate permitting agency. Contractors must have a valid West Virginia Contractor’s license. c. Phase 2B Monitoring and Maintenance – Provide monitoring and maintenance until success criteria have been achieved and project permit (USACE) is closed (approximately 2 years
