The City of Sultan, Washington, adopted the Sultan2044 Comprehensive Plan on December 5, 2024. Pursuant to state mandates, the City must update specific portions of its development code by June 30, 2025, to ensure compliance with recent legislation and to align with the goals and policies established in the Sultan2044 Comprehensive Plan. This RFP/RFQ seeks qualified firms to: 1. Conduct updates to the development code to address required legislative changes. 2. Design pre-approved ADU and DADU plans to streamline the permit process and encourage property owner participation. This request includes two distinct but related scopes of work: • Part A (Request for Proposals): Comprehensive Plan and Development Code Implementation Updates. • Part B (Request for Qualifications): Pre-Approved ADU/DADU Design Services.
