Consultant shall provide information that will enable Redwood City to select a vendor to provide one digital billboard in the City. The City’s goals are: 1. To maintain Redwood City’s reputation as a community of natural beauty, distinctive architecture and historic traditions; 2. To promote commerce and tourism while serving the public interests in the safety of traffic, pedestrians and animals; 3. To protect and preserve property values; and 4. To protect the right of free speech by sign displays. Any proposal for the placement of a digital billboard in Redwood City must address these goals in a detailed manner. Responses to this solicitation should include: 1. The proposed location for the digital billboard that meets or will meet Caltrans requirements and an explanation of how the location will address the goals above; 2. Billboard specifications, including screen sizes, pixel dimensions, and automatic brightness adjustments; 3. A visual rendering of the proposed billboard on the site proposed, as it would look from North and Southbound Route 101; 4. A title report for the proposed location; 5. A letter of support from the owner of the proposed location that they are willing to enter in a contract with the City; 6. Static billboards reductions, if possible; 7. Proposed lease rate and terms, including projected advertising sales capacity for the given location and mechanisms for ensuring revenues are accurately accounted for; if necessary, please also include projected cost of leasing the underlying land to the City; 8. Development schedule; 9. Anticipated local, federal and state requirements related to the development and operation of the proposed billboards, including compliance with the California Environmental Quality Act (CEQA) and Caltrans requirements; 10. Construction and maintenance costs
