1. Project Background and Objectives. This project seeks to understand the residents of O’ahu’s knowledge of and understanding of the City’s Neighborhood Boards and Neighborhood Board system. The project also seeks to understand the public’s perception of the effectiveness of the Neighborhood Boards in their community. The project would like the final sample of survey results to accurately reflect the same demographics represented on O’ahu across the following factors: age, ethnic background, residential location, education, and economic status. Key objectives for the City and County of Honolulu (“City”) to accomplish based on the results of this survey: a. Better understand public knowledge of the Neighborhood Boards in order to target outreach and increase participation and effectiveness of the Neighborhood Board System. b. Increase the effectiveness of the Neighborhood Boards as a platform for public engagement with local government to improve the resolution of community issues and concerns. c. Develop strategies for board members to increase awareness of and importance of the Neighborhood Boards in their communities. d. Increase performance of the Neighborhood Boards in responding to community concerns. 2. Contractor Requirements. a. The Contractor shall work with the Neighborhood Commission Office to develop and format a community survey for the residents of O’ahu. b. The Contractor shall propose questions that will identify key community issues and perceptions on O’ahu. c. The Contractor shall propose questions regarding the public’s belief of the purpose, effectiveness, and importance of the Neighborhood Boards. d. The Contractor shall provide an online platform or website for the online portion of the survey and is responsible to market the survey. e. Prior to the commencement of surveys, the Contractor, by email, shall submit survey questions for approval to: Officer-In-Charge (“OIC”): Lloyd Yonenaka Contact information to be provided in the awarded purchase order f. The Contractor shall remain professional and customer service oriented while conducting surveys. g. The Contractor shall provide survey results within two weeks of the completion of surveys. h. The Contractor shall conduct the survey targeting a sampling size representative of the demographics identified below for the island of O’ahu: i. Age; ii. Ethnic background; iii. Residential location; iv. Education; and v. Economic status. i. The Contractor shall ensure confidentiality and privacy for those surveyed. 3. Survey Specifications. a. Sample size: 400 participant results to accurately match the same demographics as on the island of O’ahu. b. Data Collection: Telephone (100 results) and Online (300 results). c. Method of Survey: Mixed methods of quantitative and qualitative. d. Time Limit: 30 minutes. e. Number of Questions: 20-30.
