The Conservation Districts Bureau (CDB) of DNRC is legislatively tasked with providing financial and technical assistance to conservation districts and has identified software to support administration of 310 permits as a crucial, urgent need. CDB developed a project scope statement, based on the software needs from Conservation Districts. The Project Scope Statement identified several key needs that are obligatory and several that are preferable but not required. We determined that the software would need to be available for all 58 conservation districts in Montana at a cost that is not prohibitive, must provide a free, public application portal, provide a permit tracking workflow for permit administrators, and include data storage for all components of the public record associated with the permits. Ideally, the software provider would also provide customer support for public applicants, software training for permit administrators, and editor access to at least one DNRC employee.
