The municipal leadership of Bellevue and Papillion has identified the general scope of work for the development of the housing resilience plan. Any additional tasks or work elements may be added during contract negotiations. A final work plan and scope of services will be agreed to by all parties upon conclusion of the negotiation process and prior to proceeding with the Plan. The proposal should clearly demonstrate how the firm(s) can best satisfy the requirements of the Cities in this effort. The Cities reserve the right to reject any submitted proposals. This will be accomplished by meeting the following general objective of the resilience housing plan to improve housing in the city: - Reduce damage and loss of buildings with risk-informed land-use planning with resilient design and construction practices. - Create a baseline of housing and economic data that will guide the focused assessment of climate risk for future development decision. - Prioritize the existing community, to retain and re-house people on their own property, rely upon current property owners to make informed decisions, and promote equity in both the process and the outcomes of housing planning. - Engage staff, elected officials, developers, building industry professionals, and the general public to build awareness of resiliency and how it can be incorporated into strategic planning and budgeting with best practices to increase housing resilience. - Outline target federal and other funding opportunities to pursue, receive, and make good use of available funding before and following a disaster. The project shall include assembling and analyzing data regarding existing housing conditions, utilizing said data to develop policies, strategies, actions, and an implementation plan to guide development and decision making to proactively respond to changes in climate while being capable of absorbing and rebounding from natural events over a minimum 20-year period.
