The Department seeks to increase awareness throughout New Hampshire regarding the MSP and LIS programs that may help with Medicare costs for individuals with limited income and resources through implementation of a statewide radio campaign using Department-provided, federally approved messaging in both English and Spanish. The selected Vendor must conduct a project kick-off meeting with the Department within two (2) weeks of the contract effective date (estimated March 2025). The selected Vendor must provide a list of radio stations that will air the radio spots, to be reviewed and approved, in writing, by the Department, within four (4) weeks of the contract effective date. The selected Vendor must work collaboratively with the Department to produce and record one (1) 30-second radio spot regarding the Medicare Savings Program (MSP) and Low Income Subsidy (LIS) programs in English, and one (1) in Spanish, using scripts provided by the Department. The selected Vendor must ensure the radio spots are reviewed and approved, in writing, by the Department prior to distribution and use, within six (6) weeks of the contract effective date. The selected Vendor must purchase, manage, and optimize radio spots to air statewide, which includes, but is not limited to: Negotiating with radio outlets statewide to ensure competitive and economical advertising and promotional pricing, and to leverage free or matched advertising. Ensuring radio spots air on New Hampshire radio stations a minimum of 21 times per week, for eight (8) weeks, starting within two (2) months of the contract effective date. The Contractor must ensure that: 10% of radio spots air between 6:00 AM and 10:00 AM; 10% of radio spots air between 3:00 PM and 7:00 PM; 10% of radio spots air in Spanish; 10% of the Spanish radio spots air between 6:00 AM and 10:00 AM; 10% of the Spanish radio spots air between 3:00 PM and 7:00 PM; and No radio spots air after August 31, 2025. The selected Vendor must design assessment and management tools in order to evaluate key performance indicators and metrics for volume, quality, value, and cost, and submit these tools for Department approval within two (2) weeks of the contract effective date. The selected Vendor must participate in meetings with the Department on a monthly basis, or as otherwise requested by the Department, to review activities that include, but are not limited to: Creative development; Production of the radio spots; and Monitoring radio spot consumption.
