1. Provide timely technical assistance with review and investigation of assessing issues including, but not limited to, the following: current use, land use change tax (LUCT), and other statutory assessing obligations. 2. Perform field inspections to collect data for all new construction and properties with active building permits(estimated max 50 – 60 per year). 3. Perform field inspections on all properties which have transferred during the contract period and investigate and verify the circumstances surrounding all sales(estimated 50 - 60per year). 4. Perform field inspections, measuring, and other studies to review all abatement requests. 5. Meet with taxpayers wishing to discuss their valuations, 6. Meet with the Board of Selectmen upon request. 7. Check inspection data against existing records. Reconcile any differences between the inspection data and the existing database. Correct any incorrect data elements in the existing database, reassess corrected parcels and update digital images as needed. 8. Update assessment records in a manner consistent with RSA 75:8 through 75:8-b and consistent with the Assessing Standards Board of Assessing Equalization Standards Board requirements for equitable assessments. 9. Town and/or Contractor responsible for data entry of all inspections. 10. Perform annual ratio studies for equalization of all stratums and interpret to the Administration and BOS. 11. Gather and forward to the Town’s tax map contractor all information needed to update town tax maps on an annual basis, according to the schedule established by the Town. 12. Prepare assessing-related data for documents including, but not limited to: Semi-Annual Tax Warrant; MS-1 Summary Inventory Valuation; PA-45 Residential Monitoring Report; Parcel Count Request. 13. Process and administer all new exemption & credit applications annually. 14. Consider all properly filed abatement requests by any taxpayer and after review and research,make a recommendation to the Board of Selectmen in writing. Assist with formal appeals to New Hampshire Board of Tax and Land Appeals and to the Superior Court as needed. Represent the town in abatement appeal hearings as needed. 15. Meet with State Monitors to ensure the Municipality is meeting all certification requirements of DRA and to maintain a good working relationship. 16. Perform annual assessment to sales ratio studies for the purpose of informing the Selectmen of the need for a full revaluation, partial revaluation, or statistical update to be compliant with RSA 75:8 Revised Inventory. 17. Maintain regular office hours to meet with citizens, for an average of (1) one day per month, according to a schedule developed by the Town and the Contractor at the beginning of the contract period. 18. Be available remotely for questions from Town Administrators and Taxpayers
