Pursuant to the provision of IC 5-32, the Indianapolis Airport Authority (IAA/OWNER) is seeking a qualified firm, or team of firms, (RESPONDENT) to provide Construction Manager as Constructor (CMc) services associated with the project listed below. The RESPONDENT is invited to submit a PROPOSAL relative to the project per the requirements in Section 2. TNC Terminal Access Lanes at Indianapolis International Airport (Project No. I-25-019) The OWNER intends to procure the services of a qualified Construction Management firm (or team of firms) to support the OWNER’s efforts to implement the TNC Terminal Access Lanes at the Indianapolis International Airport. The successful RESPONDENT’s staff is to act as an extension of the OWNER’s Planning and Development Department staff during the development of the project. A more detailed explanation of the services and efforts expected to be part of this project is included as Exhibit A. Background: The Indianapolis Airport Authority (IAA) has identified the need to reduce congestion in the Ground Transportation Center (GTC) caused by the increasing use of Transportation Network Companies (TNC) such as Uber, Lyft, and Buses. The current configuration, designed for traditional transport modes, struggles to accommodate growing TNC traffic, impacting safety and service quality. To address this, IAA plans to create a dedicated TNC loading area between the GTC and the Arrivals level of the Main Terminal. This project aims to improve traffic flow, safety, and passenger service. A traffic analysis using the VISSIM model has been conducted to ensure the new layout meets current and future demands. 1. The RESPONDENT shall be familiar and have relevant experience with Public Entities as Construction Manager as Constructor (CMc) and Public Bidding requirements as set forth by IC 5-32 and the FAA. 2. The RESPONDENT shall be familiar and have relevant experience with heavy construction in active airport environments where traffic and pedestrian safety and convenience is of paramount importance, as well as the specific scope elements of this project described above. 3. The Indianapolis International Airport is a 24-7 operation that must maintain convenient, safe, and efficient operations at all times; therefore, the RESPONDENT shall have worked in a similar environment where the successful marriage of construction activities and continuous airport operations plays a critical role in the completion the project. Anticipated CMc Services: The general scope of the CMc services are anticipated to include, but not limited to: 1. The development of the project’s construction budget during the preconstruction phase including updates on a regular basis. 2. The development of the overall project schedule and the management of construction activities to meet the project schedule to include detailed project phasing. Schedules will be provided during each of the design phases. 3. Constructability reviews of the project design during its development and advise of possible alternative details that might improve schedule, cost, and constructability. 4. Monitoring the design progress during preconstruction for adherence to the project schedule. CMc shall advise the OWNER promptly if there are concerns over schedule slippage. 5. Development of a procurement plan in concert with the OWNER and the Engineer/Architect of Record to include the preparation of bidding documents necessary to expedite the procurement process including phased packaging of construction work, early material orders, development of temporary work plans needed to be used while design is being completed. 6. Issuance of Bidding Documents in accordance with the State of Indiana public bidding regulations for all construction work. Award of the construction work to the lowest responsive and responsible bidder and issuance of construction contracts for the performance of the identified scope of work within the phased bid packages. 7. Prequalification of first tier subcontractors/bidders as the CMc deems necessary to meet project objectives. The prequalification process shall be approved by the IAA prior to issuance and comply with IC 5-32. 8. Pursuant to IC 5-32, the CMc can self-perform up to a maximum of 20% of the construction work if the IAA approves of the CMc’s performance of the work and the CMc would be awarded a contract for the work under the applicable contract award standard. The CMc will be required to show that the cost of any work being performed by the CMc is less than what would be obtained through the lowest responsible and responsive bidder.
