This RFP solicits civil design and cost estimation services to provide the utilities necessary to serve 116 housing units within the second phase of the Arroyo Crossing subdivision, in Moab, Utah, including 84 units of multifamily rental units, six single-family homes, twelve twinhomes, and fourteen townhomes. All units within the Arroyo Crossing subdivision are perpetually deed-restricted for households who are low- and moderate-income, who work within the Grand County economy, and do not own any real property; once occupied, all units are additionally restricted such that they are occupied as primary residences and the price of the home remains affordable in perpetuity. It is the intent of this RFP to gain Engineering services to apply for a Community Development Block Grant (CDBG) to fund engineering and infrastructure construction services anticipated to start in late fall of 2025. MACLT has preliminary partnership agreements in place with the Territorial Land Company (“TLC”) and the Housing Authority of Southeastern Utah (“HASU”) to construct the twinhomes, townhomes and single-family units beginning in 2026, and is still in process to solicit a development partner for the 84-unit project (“Tract K”). New infrastructure within Phase II includes two roads (through-connection of Falcon Ridge Drive and new road Raptor Run), curb, gutter, sidewalks, power, telecommunications, sewer, culinary, and irrigation water mains. Gas is not permitted or available in Arroyo Crossing except along Bonnie’s Way, so it is available but not preferred for Phase II development. Some water and sewer infrastructure has been installed in the northeast of the project area to service twinhome lots. MACLT will collaborate with its development partners on the design, financing, and construction of this project; grouping, unit counts, and architectural designs are still pending. This RFP seeks civil engineering design and cost estimation services for the infrastructure of Phase II of the Arroyo Crossing project, as outlined below. 1. Project Management and Analysis a. Conduct research, due diligence, site visit(s), regular progress reporting, and stakeholder coordination. b. Identify any potential site constraints and which may necessitate additional surveys, environmental analyses, or other assessments of the site. c. Develop and adhere to a project timeline with clearly defined milestones. d. During each phase of Design Services, ensure designs comply with local, state and federal regulations, including Grand County and MACLT standards. 2. Design Services a. Conceptual Design Phase 2 i. Prepare a civil CAD basemap based on the Arroyo Crossing site plans and development partner inputs. ii. Review and revise the site plan and draft Phase II Final Plat in collaboration with development partners. iii. Create conceptual designs for grading, drainage, roadways, and civil infrastructure. b. Design Development Phase i. Prepare detailed grading and drainage plan sets. ii. Develop utility design sets for sewer, water, stormwater, and secondary/irrigation water. iii. Coordinate with Rocky Mountain Power and Dominion Gas as necessary for dry utility designs. iv. Perform and/or coordinate preliminary drainage calculations, as required. c. Construction Design Phase i. Finalize grading and drainage plans. ii. Develop construction-ready utility and roadway plans, including an access improvement plan, if required. iii. Prepare a drainage report and any other reports or documents required by Grand County.
