The Library District is requesting Proposals for managed high-speed, fiber-based Wide Area Network (WAN) services at the Library District Locations. The Library District desires a 5 year contract commencing on July 1, 2025. The Library District’s current fiber Multi-Point WAN services contract expires on June 30, 2025. The Library District is seeking high-speed, fiber-based WAN services to match the current design’s functionality. The WAN solution must provide network connectivity to centrally located systems and applications for over 1,000 public access and staff computers. The WAN provides access to a wide array of centrally hosted systems and applications that are critical to the day-today operations of the Library District. Further, the WAN core network backbone function must be able to operate from the Library District Disaster Recovery Site (DR) (identified in Exhibit A) if the Lynn Beckwith Jr. Administrative building network is taken down during a disaster scenario. All proposers for managed WAN services must have a Service Provider Identification Number (SPIN) on file with the Universal Service Administrative Company and be an approved USAC telecom provider. The Library will be seeking E-Rate funding for WAN services. The Library District anticipates that sometime in late 2025, the Samuel C. Sachs branch (“SACHS”) will be closed for reconstruction of a new building at the same location. SACHS’ current level of WAN service at the time of closing must be duplicated in the new building late in the reconstruction process. Proposers should note that the Library District expects the successful Proposer to duplicate the WAN service at the new location as a part of this RFP and not an additional charge. This RFP is intended to provide a standard base from which to evaluate proposals for WAN services and to allow the vendor flexibility in proposing the most appropriate and cost-effective system. The acceptance of a proposal does not obligate the Library District to purchase a system from any vendor. The Library District reserves the right to reject all proposals. All costs for proposal preparation are the responsibility of the proposer. After receipt of the proposals and prior to signing a contract, the Library District reserves the right to modify the system requirements by adding or deleting specific equipment or optional features.
