The primary goal of this RFP is to conduct research that will address critical challenges within Hawai`i’s Workforce Innovation and Opportunity Act (WIOA) system. This research is aimed at achieving the following objectives: 1. Optimize Utilization of WIOA Funds: o Ensure local areas/counties effectively utilize allocated funds within prescribed timelines, reducing underutilization and maximizing the impact of available resources. 2. Improve Performance Outcomes: o Provide actionable recommendations to exceed federally mandated WIOA performance measures, including increasing the number of new WIOA enrollees by 25% over the prior year. 3. Enhance Visibility of American Job Centers (AJCs): o Develop strategies to improve the public perception and awareness of AJCs, attracting more job seekers and fostering trust within the community. 4. Strengthen Stakeholder Engagement: o Involve local workforce boards, AJCs, and other stakeholders in the research process to ensure findings are actionable and aligned with Hawai’i’s unique needs. 5. Guide Future Workforce Planning: o Create a comprehensive implementation roadmap that equips policymakers and workforce system partners with evidence-based strategies for sustainable improvements.
