1. The Consultant will provide services to the City that assist with the City's efforts to research, make application for and secure federal funding, as well as assist the City's efforts to transfer federal lands to the City. Direction and actions performed by the Consultant will be based upon mutual discussions between the Consultant and the City. 2. The Consultant will confer with the City Manager and such other City personnel as the City Manager may designate at the times and places mutually agreed upon. 3. The Consultant will attend all organizational planning and program activities that have a bearing on the City’s ability to make the best use of federal programs. 4. The Consultant will review federal executive proposals, legislation under consideration, proposed and adopted administrative rules and regulations and other Washington developments for the purpose of advising the City of those items which may affect the City. 5. When requested to do so by the City Manager or his designee, review and comment on proposals, grant applications, or correspondences of the City that are being prepared for submission to federal agencies...
