• General management of project schedule, communication, coordination with necessary County stakeholders, and completion of tasks towards project completion. • Develop project timeline to review with Sustainability Division staff prior to project start. • Hold a project kick-off meeting with Sustainability Division staff, including reviewing aspects of the project that require coordination with County and external stakeholders. • Establish and maintain a data and documentation sharing system. Note that County staff typically use Microsoft Office and/or Google Drive for shared documentation. • Maintain bi-weekly check-in with Summit County Sustainability Analyst and a monthly check-in with the Sustainability Director throughout the project’s entirety (or at a frequency mutually agreed is necessary). • Early communication and coordination with Sustainability Division staff regarding any requested adjustments to timeline and project tasks. o Major modifications to scope or timeline may require contract amendments. B. Emissions Inventory • Review 2014 and 2019 communitywide inventories to evaluate sectors and subsectors reported on, emission factors used, and gaps in approach. • Define methodology, emissions factors, and sectors and subsectors for 2024 inventory using agreed upon guidelines/framework for Scope 1, 2, and 3 emissions in Summit County. o Methodology should be aligned with ICLEI & Greenhouse Gas Protocol Standards, and BASIC+ reporting methodology for Scope 3 emissions. • Review methodology with the Sustainability staff prior to starting the inventory. • Work with Sustainability Analyst with support from Sustainability Director and relevant stakeholders to gather the data required for the inventory. o The contractor should keep a record of data used and information sources to provide for County staff for record keeping and to support consistency in future inventories. • Clean, organize, and conduct preliminary analysis (as relevant) on data collected. o Further coordinate with County staff to manage any gaps in data collected. • Input final inventory into ICLEI’s ClearPath tool, for which access will be granted.
