The City of Lake Stevens Public Works Department, Surface Water Division, is requesting Statements of Qualifications from qualified and interested firms for providing professional services in creating a new watershed plan document with associated support services and data collection and analysis. Specialties of the selected consultant include abilities to perform GIS-based analysis and data modeling to identifying salmonid habitat conditions, needs, and opportunities; preparing typical comprehensive plan language; determining appropriate stormwater infrastructure solutions; mapping with geographic information systems; assessing existing surface water quality and land use data including tree canopy data; coordinating with agencies and their planning processes; and engaging the public with effective outreach. The consultant must be familiar with 2024 Phase II NPDES stormwater permit requirements in Sections S5.C.1 and S5.C.4. The project requirements for the Basins Plan include conducting a GIS-based watershed planning study for salmon habitat and for resiliency of the species in a changing climate and under modifying landscapes. The overall target is to achieve a balance between the needs for economic growth with preservation and protection of water and salmonid habitats.
