The City of Minot, in accordance with their NDR application, desires to address the unmet needs of the city’s most vulnerable populations which include homeless and near homeless families. The City of Minot is seeking proposals to lease and operate a six (6) unit Family Emergency Shelter along with a 17-unit LMI Housing Complex in Minot on a year around basis. The property included in this part of this Agreement currently sub-divided into two parcels: 101 19th Ave SW contains 3 (three) commercial spaces long with 15 19th Ave SW, The Family Homeless Shelter. MI25.F77.010.0010 – Appendix C 45 19th Ave SW will be the location of a 17 unit LMI rental housing complex. MI25.F77.010.0020 – Appendix C The shelter will contain six (6) living units for families (with 2 – 3 bedrooms, bathroom with shower, small refrigerator, microwave, and living/dining space) for families experiencing homelessness. There will be no limitations on ages of children with parents (as defined under North Dakota law). The subrecipient must be able to demonstrate the financial capacity to lease, operate and manage the shelter along with providing appropriate services within the shelter as further enunciated in this RFP for a 20 year affordability period. The 17-unit LMI Housing facility will provide six (6) efficiency, eight (8) one -bedroom and three (3) two-bedroom units. These units are designed to provide affordable housing for those meeting the established criteria. The subrecipient must be able to demonstrate the capacity to lease, operate, manage and maintain the LMI Housing Facility ensuring that all 17 units will be affordable and leased to incomes at or below 80% of the Ward County Area Median Income (AMI) for a 20 year affordability period.
