GENERAL BACKGROUND REU owns and maintains 12 substations, an electric generation plant (power plant), and a 4 MVA hydro plant. Power Plant Division: The power plant is a natural gas fired power station rated at 185 MW electrical generating capacity. The facility utilizes five (5) gas turbines and one (1) steam turbine. Two (2) of the gas turbines operate in combined cycle with the steam turbine. In addition the power plant maintains and operates the 4 MVA hydro generator at Whiskeytown Dam. Distribution Division: All twelve (12) substations have had their protective relays upgraded to Schweitzer (SEL). Substation relays protect the 115kV transmission lines, bank power transformers, and 12kV distribution lines. SECTION I - MAJOR RESPONSIBILITIES OF THE CONTRACTOR 1. As requested and approved by either the REU Distribution division or the Power Plant division management, the Contractor shall provide testing services for protective relays and test result documentation as necessary for NERC compliance. 2. The Contractor shall provide additional electrical equipment testing and maintenance services, on equipment such as relays, switchgears, transformers, etc, as requested and approved by either REU Distribution division or the Power Plant division management. 3. The associated labor and expenses for the testing shall be tracked separately for the group requesting the work and shall be clearly separated on the invoice. 4. Contractor shall use the latest version of Enoserv RTS for all testing of protective relays in order to maintain compatibility with test software and test result format presently used by REU. 5. Relay testing shall be scheduled well in advance of the actual testing effort. 6. The City anticipates the Contractor will take great care in the designation of a lead individual. It is also anticipated that the lead individual will be dedicated to providing prompt service as required and that a backup individual be available at all times. 7. Contractor employees shall be paid prevailing wage as set forth by the State of California. Certified payroll shall accompany all contract related invoices.
