The City of Faribault is seeking a consultant to carry out a process to develop an organizational strategic plan for the City. While the CV 2040 provided extensive goals and initiatives for the community at large, the plan did not take into consideration the singular organizational approach the City takes in its planning and operation. As a result, the consultant will be tasked with carrying out a process where by the City of Faribault and its City Council focus on the City as an organization and identify City-centric plan in alignment with the CV 2040. This work will also include working with the City representatives on a review and update of the City Vision and Community Values which the organization has previously adopted. These items were considered after the adoption of CV 2040 and should be reviewed to ensure they fit the City organization. This work should seek to involve the HRA and EDA to the extent necessary to understand roles and responsibilities and to achieve organizational alignment. The scope of work does not include the development of strategic plans for the HRA and EDA, but proposals can be submitted to each organization as part of this process. Given the extensive work on CV 2040 and the large amount of community involvement in the community plan, it is contemplated that this planning effort be focused more on the City of Faribault and elected officials, boards and commissions, and staff as part of the development process. If public input is proposed as part of the process, it is recommended that this be collected as part of ongoing public engagement processes like Council Chats. The City of Faribault has budgeted $25,000 in 2025 to complete a strategic planning process with the scope of work noted above.
