he awarded respondent will review historical spending data and methodology documentation provided by MDH for calendar year historical spending estimates. This includes data additions made by MDH or methodology changes made by CMS’ National Health Expenditure Accounts (NHEA). The awarded respondent will: Review MDH annual health spending estimates; this includes review of: One set of estimates per year (inclusive of Medicare and long-term care spending). Public and private spending (i.e., private health insurance, out-of-pocket, other private, Medical Assistance, Medicare, MinnesotaCare, and other public). Spending by categories of services (inpatient, outpatient, physician, retail prescription drug, long-term care, other professional services, dental, other medical spending, and uncategorized spending). Consider factors during review, such as: Validity and reliability of methodology used to estimate annual health care spending. Consistency with other sources of information on health care spending and trends in Minnesota and nationally. Other factors deemed relevant by the awarded respondent to ensure robust estimates. This may include use of other data available to the awarded respondent. Provide questions about the historical spending estimates to MDH in writing, to which MDH will respond in writing. Project meetings can also be used to discuss and respond to questions. Provide a written summary of its review to include interpretation and synthesis of findings from awarded respondent’s own work.
