The purpose of this Request for Qualifications is to solicit competitive proposals from qualified entities to assist the City in reviewing submitted critical area reports for compliance with the City’s Critical Areas Ordinance, Shoreline Master Program, and other applicable State requirements. Duties will likely include: Peer review of wetland delineations, categorization, and mitigation reports and plans in reference to the University Place Municipal Code (UPMC) and other Washington State recommendation materials. Site Inspections to verify wetland delineation, classifications, and compliance with mitigation plans. Providing consultation services to the City with regard to wetland and wetland buffers on City property and in the City Rights-of-Way. Consultation on matters of wetlands including proposed amendments to the UMPC. Inspections and reports on wetland and wetland buffer violations. Professional testimony as an expert witness on matters in regards to wetlands. Review of fish and wildlife habitat management plans. The successful vendor shall have background and experience in the Cowardin Wetland Classification system, knowledge of ecological, biological, and habitat requirements of fresh and marine water processes and species of the Puget Sound Basin, construction best management practices, applicable State laws and regulations related to hydraulic projects.
