A. Modernization Coordinator All duties performed by the Modernization Coordinator will be done solely in the best interest of the Housing Authority and as directed by the Director of Development or his/her Designee whose responsibility will include but not be limited to: Managing modernization projects. Monitoring the Public Housing Capital Fund Program budget. Assist in preparing the Capital Fund Program Grant budget(s), revision(s) and close-out documents for HUD review and IPA Auditors. Assisting the Authority with the development of the Five-Year Action Plan and Annual Statement in accordance with the latest requirements of the Quality Housing and Work Responsibility Act of 1998 and related HUD regulations. Assisting in preparing HUD required Modernization Reports for submittal to HUD including, but not limited to: a. Contract and Subcontract Activity-Annual (2516) b. Semi-Annual Labor Standards (4710) c. EPIC Report-Annual Developing an overall plan and timetable for the implementation of approved modernization programs including physical and management improvements. Establishing internal administrative controls over key incoming and outgoing documents and HACH’s activities related to modernization. Maintaining up to date knowledge of HUD programs as they relate to the capital needs of the Housing Authority and consult with the PHA to facilitate implementation of any and/or all programs in the best interest of the Housing Authority. Conducting or participating in public hearings to explain projects, their timelines, and setting expectations. Monitoring Section 3 compliance and HACH procurement preference compliance. Coordinating the relocation of tenants to alternate housing during modernization projects. Preparing Form HUD-52826, Schedule/Report of Modernization Expenditures, and the narrative report on management improvements on a timely basis, and for coordinating the requisitions for funds to the Field Office, and other HUD reporting. B. Contract Administrator/Construction Manager, preferably a Civil Engineer, whose responsibilities will include, but are not limited to: Assisting the Authority with the preparation of bid proposals and request for professional services, including A/E Services, to ensure compliance with all Department of Housing and Urban Development (HUD), State, and local procurement and contracting laws and regulations. Administering the modernization construction phase of each project by visiting the construction sites, attending and conducting the weekly/periodic meetings as required with A/E firm(s) and requisite contractor personnel, HUD field office representatives as required, and coordinating between residents, Public Housing Managers, A/E firm(s), prime contractors, and local authorities. Reviewing and recommending periodic applications for payment, review and recommend insurance requirements, 504 compliance, Davis Bacon wage rate compliance, proper permit requirements, etc. Obtaining wage rate determinations to be used in conjunction with grant contracts. Monitor all Contractor and Subcontractor payrolls for compliance with the wage rate determination and labor standards. Conduct required job site wage interviews and take proper action to correct any noncompliance cases to the satisfaction of the Department of Labor. The Contract Administrator/Construction Manager will report directly to the HACH’s Director of Development and/or their Designee. C. Clerk-Of-The-Works whose responsibility will include but not be limited to: Reporting to the Contract Administrator/Construction Manager all significant events that take place on the construction site. Written reports covering compliance with the contract documents by the contractor, and any deviation therefrom, quality of workmanship, timeliness of delivery of materials and of performance, need for contract changes and time extensions, and any construction problems which may arise. Preparation of progress reports and charts and keeping daily logs of personnel working on the project, visitors to the site, materials delivered, and any other information that the Contract Administrator/Construction Manager determines is necessary for the proper administration of the contract.
