• Consultant will facilitate ongoing technical assistance (build the capacity of CD to improve its delivery of goods, services or programs) to staff and subrecipients, (a subrecipient is a public or private nonprofit agency, authority or organization receiving a sub award from Spartanburg County to undertake eligible activities) providing expertise as situations necessitate review and analysis; • Consultant will review programmatic policies and procedures for CDBG and HOME in order to identify areas for improvement of efficiency and effectiveness. Consultant will provide recommendations and best practices; (policies and procedures are required to be in place as a guide to how the county’s programs will be implemented) • Consultant will review subrecipient agreements: including but not limited to: Owner/Sponsor/Developer/CHDO (Community Housing Development Organization)/ CHDO Operating Expense/ Tenant Based Rental Assistance (TBRA) and evaluate for completeness and compliance, as needed. Consultant will provide recommendations and model or templates for agreements as appropriate; • Consultant will review current monitoring procedures, including but not limited to exhibit selection, risk analysis, monitoring workflow, checklists, and file audits; to ensure that federal funds are spent effectively to accomplish their intended purpose. • Consultant will review underwriting process for required activities to ensure compliance with applicable laws and regulations.
