Project Description The work to be performed by the CONSULTANT consists of the following: o Analysis of roadway system and safety needs to identify high-risk locations. o Analysis of crash data, including location, severity, contributing factors, and type of road user. The City will not provide crash data for analysis. o Assessment of current policies, plans, guidelines, and standards to identify opportunities to improve how processes prioritize transportation safety. The SAP will discuss implementation through revised policies, plans, guidelines, and standards. o Public engagement and outreach, including private sector, neighborhood groups, and historically marginalized or underrepresented community members. Information received from these public engagement efforts will be analyzed and incorporated into the SAP. The consultant will develop the SAP with the assistance 4 of a task force established by the City tasked with the oversight of the Action Plan development, implementation, and monitoring. o Identification of underserved communities through relevant demographic data. The development of the SAP will include equitable, inclusive, accessible, and culturally relevant materials and processes. Analysis includes relevant demographic data and initial equity impact assessments of the proposed projects and strategies. o Identification of a comprehensive and prioritized set of projects and strategies, shaped by data, that will address the safety problems described by the SAP and can be implemented within required implementation timelines. o A method to measure progress over time after the SAP is developed. Must include ongoing transparency with residents and other relevant stakeholders. At a minimum, must provide public and accessible reporting on progress toward reducing roadway fatalities and serious injuries.
